This sets up CI and a cronjob (like in bang) to allow the publishing of murder
One thing that is left to figure out is pinning the version of Bang. Right now the murder packages will depend on invalid bang versions because there's no defaultFixed in 🔁 Properly sync bang versionsPackageVersiontag in the murder csprojs. One thing we can do is manually update the bang csprojs to include the correct dependency version (that is, latest tag for stable releases and the correct dev tag for the cronjob releases)
