Use `c++_static` STL for 16 KB ELF alignment until NDK r23 is updated

`c++_shared.so` is still missing 16 KB ELF alignment in NDK r23 (except for canary builds).

Version bump to `1752`

Mark `1730` as stable release

Mark `1717` as stable release

Marked `1674` as stable release

Version bump to `1649`
