Add Farsi (Persian) language support

Hello

I’d like to contribute by adding support for Farsi (Persian) language.
This would include:

• Adding fa language to the plugin XML configuration.
• Adding locale files for fa.

Is this acceptable? If so, I will prepare a PR.
