Can not import data.pandora lists the amount of categories and entities then says no data

To Reproduce
Steps to reproduce the behavior:

1. copy the data below into a .pandora file
2. try to import the file

Expected behavior
The file should import

Additional context

this data was the saved data.pandora file I just renamed it as it was not loading on start up, I have not changed the data its self
