When enabling / disabling the track ruler, it should be remembered by the workspace

By default, this is the state for the ruler on each workspace

• Classic Workspace = on
• Advanced (we'll rename to modern) = off
• Music - off

Steps to reproduce

Expected behavior

When enabling / disabling, it should be remembered by the selected workspace.

Actual behavior

Workspaces do not remember it.
