How can we reproduce this issue?

1. Attach a wireless keyboard to an iPad
2. Ensure settings reflect: Settings -> Accessibility -> Keyboards & Typing -> Full Keyboard Access
3. Open Spectrum quiet-links
4. Try to tab to a quiet sp-link with the physical keyboard
