Mac notification centre and siri do not open in Sequoia on one user account

Since updating to MacOS Sequoia (and potentially before updating), the notification centre and Siri cannot be opened when logged into the main/admin account on my 2020 M1 Macbook Pro 13". It can be opened on another user account which I found when logged into a secondary account with another Apple ID.

I have done a safe boot and the issue still remains on the primary user account. I do not receive any notification banners in the corner of my display and I cannot open the notification centre by clicking on the date and time. Siri also doesn't open when I search for it with spotlight and when I click on the Siri icon in the menu bar.

I have not found any other solutions online and have attempted to restart certain processes with Terminal with no success.
